Foreword: This post, separated as it is from the first post for the 11-3-11 meeting, seems a bit anticlimactic, but I'm not willing just to let that meeting to.
Public comment will be summarized rather than reported as fully as usual in the interests of clearing the deck for the meeting on 11-17-11.
In my opinion, two things are worth commenting on before presenting public opinion.
The first is that replacing the compressors for the heating system in the Mantua Center School was discussed. As I understand it, these compressors are necessary for the heating system to work properly and are for the whole building. The motion to replace them was made and seconded. Vic and Mark voted yes and Jason abstained.
Second, later in the meeting the rental agreement for the school was discussed. Jason stated that something needed to be done about that rather soon and thought that perhaps it could be finalized at the next meeting. The intention is to develop an agreement that would be as standardized as possible, although the details for the Civic Center would probably differ somewhat from those for the school.
Public Comment
John Lesnak, 11716 Center Road, asked about a No Jake Brake sign for (I think) the stretch of road at the intersection of S.R. 82 and Center Road.
Mark briefly reviewed the procedure, which involves communication with ODOT and a vote, among other requirements. The requesting body needs to define the area of restriction.
Robert Moody, 11783 Center Road: Mr. Moody said that he had been quoted out of context in a "local blog" in an August 18 post and asked that the statement be removed.
Mark Hall stated that the blog was private. The implication, if not the statement, was that the matter should also be handled privately.
Mr. Moody reiterated his distress at the noise from the aerator at the self-contained sewage treatment plant at the school.
Carole Pollard, 5359 Allyn Road: I asked John Vechery about zoning regulations and what constitutes a zoning violation. Upon considering the amount of detail associated with zoning, I have decided to devote a whole post to how zoning works in the Township, rather than burying it in public comment at a meeting.
Dave Pollard, 3692 S.R. 82: Dave asked a number of questions about Aurora Meadows. Subsequent work and events make it unnecessary to go into those details, which dealt with possible interim solutions to the condition of the roads there.
Dave also asked about the cost of paving an unpaved road, of which the Township has only one: Old Frost between S.R. 82 and Pioneer Trail. The figure of $190,000 or so per mile was mentioned, but that is to pave an already paved road. Furthermore, the residents--most of them--don't particularly want the road paved because even on dirt with some washboard, through traffic is going too fast to suit them.
Finally, Dave commented that he had listened to the aerator after the last heavy rain (which seems to make the machinery run harder and make more noise) and thought that it was hardly any louder than a garden tractor idling. In fact, Dave said he has more road noise from S.R. 82 than the aerator was producing when he listened.
At 9:10 public comment was over and the motion to pay the bills was made. That is not the end of the meeting, which may continue for some time after the checks have been signed, but that is the end of the media coverage. I believe that an abridgement constitutes editing.

FAX, 330-274-8447. E-mail, fiscalofficer@mantuatownshipohio.gov. The minutes are also posted on the website after they have been approved. That means that there is usually a two-week lag between a given meeting and the minutes being available to read on the website.
Since meetings are the first and third Thursdays of the month, there is a three-week wait during months with five Thursdays.
Other items of interest or the writer's opinions will be included from time to time, clearly identified.
This is not a forum or chat room, but a source of information, so it is closed to outside input.
During the time I have been doing the blog, the posts have expanded to become very detailed accounts of the meetings. Doing that is time consuming, to say the least, and I am going to try to return to the public comment focus, with background and perspective (and the occasional pointed editorial comment). Such additions are usually enclosed in brackets. However, since some extended accounts of the meetings reveal significant things--and character--better than I could by commenting, there will probably still be a fair amount of semi-transcript. (Sigh.)
